Thin coverage is information
A consultant with no strong matches is not a failure of the product; it is the market saying something. It usually means one of three things: the skills on the profile are narrower than the person, the sources granted to your account do not carry that kind of work, or the work is genuinely quiet this week.

Coverage says zero. Is the product broken?
Usually not. Zero strong means nothing live suits this person right now, which is a real answer. It is worth checking three things: the skills on the profile, the sources your account is granted, and whether that kind of work is simply quiet this week.
Is coverage counted against the whole market?
No — against the corpus your account is entitled to see. That is deliberate: a number counting work you cannot reach would not be a number you could act on.
What is the difference between strong and relevant?
Strong is good enough to submit today. Relevant is in their area but would need a conversation first. Both are useful; only one is a morning's work.
