Why a setting is what it is
Every level that was consulted, what is never a setting, and the changes that need two people.
Most settings in MetaOpus exist at several levels, and the useful question is never what a value is — it is why it is that value.
Every level, including the empty ones
Each setting lists every level consulted, including the ones with nothing set. That list is the answer to “I changed it and nothing happened”, which is otherwise one of the hardest questions in any product.
Not everything is a setting
Tenant isolation, the audit of security actions, and a consultant's own consent are guarantees rather than defaults. They are listed with the reason they cannot be switched off, rather than left out so somebody goes hunting for them.
Two people, for the quiet expensive ones
A cooldown, a rate discretion band, unsupervised sending: changes that are expensive and hard to notice need somebody else to agree — and never the person who asked.
A change can be scheduled from a date. Until its day arrives it shows as coming rather than silently doing nothing.

I changed a setting and nothing happened.
Open it and read the levels. A more specific level almost certainly still holds a value, and the list shows which one won.
Can we turn off the audit log for our own account?
No. Permission changes, impersonation, consent and access to restricted documents are always recorded. A log that can be switched off is not evidence of anything.
Who can approve a two-person change?
Anybody with the permission except the person who requested it. That is the whole point of the rule.
